What Services Are Included in Level 1–4 Home Care Packages?

Home Care Packages (HCPs) give older Australians access to flexible, personalised aged care services in the comfort of their own home. But what exactly is included — and how do the four levels differ?

At Esse Care, we help you make the most of your HCP by offering tailored services that match your support level, health needs, and lifestyle goals. Here’s what each level includes and how it can help you stay independent at home.

What Are the Four Levels of Home Care Packages?

HCPs are designed to match the complexity of care you need. The higher the level, the more funding you receive and the more support services you can access.

Package Level Support Needs Government Subsidy (Approx.)
Level 1 Basic care needs $10,271/year
Level 2 Low-level care needs $18,063/year
Level 3 Intermediate care needs $39,310/year
Level 4 High-level care needs $59,593/year

Common Services Available Across All Levels

No matter your level, you can access a wide range of aged care services:

  • Personal care – showering, dressing, grooming

  • Domestic assistance – cleaning, laundry, home maintenance

  • Meal preparation – including cultural and dietary preferences

  • Transport – to medical appointments or social outings

  • Social support – companionship, group activities, check-ins

  • Home safety modifications – minor changes to help prevent falls

  • Medication support – reminders, supervision, and ordering scripts

The key difference across levels is the frequency and intensity of services — not necessarily the types of services themselves.

What’s Unique About Higher Levels (3 & 4)?

Level 3 and 4 packages are for people with more complex or ongoing health needs. These levels may include:

  • Clinical nursing – wound care, catheter management, continence support

  • Allied health services – physiotherapy, occupational therapy, podiatry

  • Case management – detailed coordination of multiple services

  • Respite care – in-home support to give family carers a break

  • Advanced mobility aids – walkers, pressure cushions, custom equipment

At Esse Care, our qualified nurses and therapists deliver these services at home — safely, respectfully, and reliably.

Optional Extras You Can Include

Your Home Care Package can also cover other helpful supports, depending on your needs:

  • Technology training (e.g. using an iPad to connect with family)

  • Meal delivery services

  • Interpreter services for non-English speakers

  • Spiritual or religious care

We build your care plan around you — not just a checklist.

How to Maximise Your Package

With the right provider, you can stretch your HCP funding further. At Esse Care, we help you:

  • Prioritise services that matter most

  • Review your care plan every 3–6 months

  • Reduce admin and case management fees

  • Access bilingual or culturally specific carers
